Whatever the level of competition, the presence of an official is always recommended. The role of the official is not to simply enforce the rules. Rather,  it is to ensure that competitions are run smoothly so competitors can focus on performance since the conditions of every competition are the same for all athletes each and every time.

Instead of being autocratic, an official explains the rules clearly and unambiguously to coaches and athletes by drawing from their breadth of experience and knowledge.
